

Dr. Edna Estifania A. Co - Member
Dr. Edna Estifania A. Co is professor of Public Administration at the Ateneo de Manila University at Loyola and at the Ateneo School of Government at Rockwell. She holds a doctoral degree in public administration from the University of the Philippines Diliman.
Dr. Co was Visiting Research Fellow at the Institute for Development Policy and Management (IDPM) University of Manchester and in which capacity, she established links with the international team that initiated the Democracy Assessment under the auspices of the International IDEA.
Dr. Co is initiator and Project Leader of the Philippine Democracy Assessment.
She has written on citizenship and civic service, advocacy, policy reforms and recently, on democracy audit.
The first in the series of democracy assessment was on Elections and Political Parties and upon which Dr. Co has engaged with political parties and advocates of electoral reforms.
She is co-convenor of Pera’t Pulitika, a collaborative project among electoral advocates who pioneered in monitoring of campaign finance in 2007 mid-term election.
She has served as trainer, resource person, and consultant to various agencies and organizations – both government and non-government – including the UNESCAP, Asian Development Bank, and the UNDP.
She has a track record in non-governmental organization and development work in the Philippines and in the Region in various capacities as consultant, board member, or trustee.
