Carol distinguished herself as a public servant and a career officer for 25 years. She took BS in Business Administration in the Pamantasan ng Lungsod ng Maynila and finished her Masters in Public Administration at the University of the Philippines. She rose from the ranks and held different positions in diverse capacities in various government offices. The last three key positions she served were as follows: Assistant Secretary for Administration and Manpower Management for DPWH in 1986; DILG Assistant Secretary for Food Security during 1998 and; Secretary for Legislative Affairs in 1999 at Office of the Press Secretary in Malacañang Palace.

Her wealth of experience and extensive trainings gained here and abroad serves her well upon retirement. Presently she works as Consultant for different government agencies and national and local officials. Among her specializations includes program development and career planning.
